That is a hard physical limit, not a political slogan, and it shows how fragile parts of the grid have become.

The main pressure point is cooling. Many thermal and nuclear plants need cold river water to run safely and efficiently. When rivers run low or get too warm, plant operators must cut generation to protect equipment and the surrounding water. Reuters said record temperatures are boosting cooling demand while forcing utilities to scale back power production to avert outages. That same basic pattern is repeating across Europe this summer, with drought making a hot season even more dangerous for energy supply.

Paks Faces the Sharpest Risk

Hungary’s Paks nuclear plant has become the most watched case. According to reporting from New Scientist, low water levels on the Danube have hit the plant’s cooling system, and operators shut down all but one of its eight turbines for the first time in its history. Deutsche Welle reported that the plant was operating at about 12 percent of capacity and could be forced to shut down completely if water levels fall further. For Hungary, that matters because Paks supplies a large share of domestic electricity.

That creates a direct political and economic problem. When a major plant cannot run at full strength, the country must buy more power from outside sources, often at higher prices. Deutsche Welle said Hungary could face several more weeks of pressure and may need to import electricity at high cost. That is the kind of energy squeeze voters notice fast, because it shows up in bills, industrial costs, and worries about grid stability during peak summer demand.

A Wider European Pattern, Not a One-Off

This is not just a Hungarian story. Europe has seen the same summer stress in other places, where heat boosts demand and drought cuts supply at the same time. Ember’s analysis of the 2025 heatwave found daily power demand rose by up to 14 percent, while average daily power prices rose two to three times. Other reporting says several countries have repeatedly reduced electricity production or shut down nuclear reactors during extreme heat, especially in France.

The deeper issue is simple: Europe’s grid was built for a cooler and more predictable climate. That old model is breaking under hotter summers, strained river systems, and rising air-conditioning use. Deutsche Welle said extreme heat makes cooling in coal, gas, and nuclear plants less effective, while Reuters noted that Europe is already facing higher electricity use from data centers, electric vehicles, and heat pumps. For taxpayers and consumers, that means more stress, more imports, and more pressure on already expensive energy systems.
